Terrible account security and customer service - Xbox Live

My daughters account was hacked and we have been trying for a week to get some resolve through Microsoft . The issue was escalated up to tier 3 yet they could not give my daughter her account back. They acknowledged that her account was hacked, knows the name and email address of the hacker, but cannot recover my daughters account. She is a gamer so she has spent thousands of dollars in this account to which she no longer has access. Every time we call we get transferred to someone who gives us the run around and tries to talk around the situation. They will tell us solutions we can do, but then when we try we are told we were given bad information. They even see that purchases were made after the account was hacked and are not willing to reimburse for those purchases. They can't transfer the old account to a new account because someone Microsoft does not have access to a Microsoft account. I have called and tried to speak to the personnel at the tier 3 level but keep being told there is no phone number to them...really? I called the corporate switchboard because at this point I want to speak with someone in corporate and was told they have no number. C'mon man!!!!! Someone needs to be able to either transfer the account, reimburse us for all of the purchases (before and after) on the account, or return access to the account. HOW IS THIS NOT POSSIBLE AND PLLEASSEEEE get employees that speak clear English if I am calling about an account in the United States. I will be emailing, tweeting, facebooking, on linkedin and everything else the very bad service I have received and sending the messages to the CEO himself. This is ridiculous.
